Curious graffiti has been spotted in Moscow. Is someone against finding out about cultural heritage sites?

Currently, the Zhurgaz building along with the Узнай Москву sign is covered in graffiti despite being “subject to government protection”
… it is curious how “neatly” the Узнай Москву sign has been painted over…
AND Lissitzky’s Ogonyok Printing Plant (located right next door), does not even have such a plaque despite despite being an object of regional importance. Also curious.
